Fear of starving causes you to steal food. Actually starving causes you to plant crops and produce food. The body has needs, but fear causes the irrational responses of people to meet those needs.

I can have physical needs that I can seek to fulfill in non-violent ways. Simply having a need is not tantamount to being afraid of something. I can have a need for food without having a fear of starving. If I did not fear starving, then I would seek ways to produce more food so that I did not starve. I would only steal or commit acts of violence if I was in fear of losing my life due to starvation. If I did not fear death, then I would not commit acts of violence in course of fulfilling my needs.

There is a big difference between fear and a physical need.
