		<description><![CDATA[The state operates on promissory notes. They are negotiable instruments. As far as I know the guy signing the individual notes owes the federal reserve not me. I would even argue that the entire endeavor is usury and fraud because the notes to repay the debt are never printed. Also the states created the federal government so it&#039;s their problem. They should be controlling their creation not the other way around. ]]></description>
