    But these days in the USA, before anyone can move dirt they have to get preliminary approvals from the county, state and feds. Then, they have to get soils tests done, and environmental impact studies done – which could take several years. I have a very close friend in the land development business, and it’s a huge nightmare anymore. All from people who want power and authority over other peoples’ property.
